How to unlock the Elderflame Collection?

The Elderflame collection can currently only be unlocked through purchase in the Valorant store, for 9,900 VP. The skins can also be purchased individually, though honestly at these prices, if you are going to get more than one, just get the whole collection. The individual VFX, animations and variants are unlockable through Radiante points (earnable and purchasable).
